He went on to break new ground at EarthWeb, launching The Bazaar, the first large-scale open-source software conference. Today, as Founder & Managing Director of TechTalk Summits, Mike continues to design and deliver high-impact technology events that connect IT leaders with the solutions shaping the future.
Bert Quarfordt Deputy CIO, IT Infrastructure at City of Houston He is recognized for leading large-scale technology modernization efforts that strengthen reliability and improve service delivery across the City of Houston. Bert Quarfordt is a veteran technology leader with more than 35 years of experience in enterprise IT and infrastructure operations. As Deputy CIO and Deputy Director of IT Infrastructure for the City of Houston, he oversees the Enterprise Infrastructure Services (EIS) Division, guiding the teams that support the mission-critical systems powering public safety, mobility, emergency response, and daily city operations. His work focuses on modernizing Houston’s technology foundation and advancing resilient, secure, and scalable infrastructure across five key domains: Data Center Services, Network Services, Telecommunications, End User Services, and Enterprise Video Services. Before joining the City in 2019, Bert held leadership roles at Compaq, HP, and HPE. He holds a B.S. in Computer Science from Texas A&M University.
